Abstract

The rise of digital platforms has profoundly transformed global economic structures, shifting the center of competitive disputes
toward the control of data, algorithms, and technological infrastructures. In this context, the regulation of digital markets has ceased to function solely as an instrument aimed at promoting economic efficiency and consumer welfare, becoming increasingly integrated into state strategies related to technological sovereignty, economic security, and international geoeconomic competition. This article aims to analyze how the regulation of digital platforms has been incorporated into contemporary geoeconomic strategies and to assess the impacts of this phenomenon on peripheral economies, with particular attention to Brazil. To achieve this purpose, three specific objectives are established: to examine the transition from the traditional paradigm of competition law to an approach oriented by geoeconomic and technological concerns; to analyze the main regulatory models adopted by major economic powers to govern digital platforms and their effects on the international economic order; and to investigate the challenges and opportunities faced by peripheral economies in building technological sovereignty and regulatory autonomy. The research adopts
a qualitative approach based on bibliographic review, documentary analysis, and the deductive method, examining specialized literature on geoeconomics, competition, and digital governance, as well as international and national regulatory frameworks. The study concludes that the regulation of digital platforms has become a strategic component of contemporary geoeconomic disputes, requiring peripheral economies to formulate regulatory policies capable of reconciling innovation, economic development, and technological sovereignty.
