Sustentabilidade, competitividade e autonomia estratégica o caso do European Green Deal Industrial Plan

Abstract
The article examines the European Green Deal Industrial Plan (EGDIP), the European Union’s response to the challenges of the
energy transition and the global competition for clean technologies. It first presents the plan’s central pillars — expanded financing, workforce upskilling, and the strengthening of supply chains — highlighting the EU’s pursuit of climate neutrality by 2050. It then offers a critical analysis of the plan’s structural implications, with emphasis on the risks of disguised protectionism, asymmetric impacts on developing countries, regulatory fragmentation, and potential inefficiencies arising from friend-shoring and reshoring strategies. The study concludes that, while the EGDIP marks a milestone in aligning sustainability, competitiveness, and strategic autonomy, its implementation carries legal, economic, and geopolitical tensions that may reshape international trade and deepen global inequalities.
