Abstract
The authors will seek to demonstrate that the imposition of U.S. tariffs on Brazilian exports, as announced in Letter, has a primarily political purpose. Based on the text of the Letter sent by the United.States to Brazil, on the interpretation of the facts mentioned,
and on subsequent developments, the political use of tariffs—typically commercial instruments—is examined. The article presents first the weakness of the economic argument and the context of the regulatory argument and then considers the explicit and implicit political arguments underlying U.S. action
