5G no Brasil equilíbrio entre cooperação e concorrência

Abstract
This paper deals with the innovations brought by 5G technology, focusing on its impacts on consumers and the economy. In addition, it addresses the challenges for its implementation in Brazil, such as the relevant investments on infrastructure, which can be mitigated with different levels of collaboration between competitors. On the other hand, it also analyzes the potential competition risks arising from this cooperation, such as the standardization of conducts and the creation of barriers for smaller players, and the role of competition and regulatory authorities in this context. The paper is based on research of national and foreign literature, as well as analysis of CADE's decisions. The paper concludes that an attentive, pragmatic, and effective performance by the competition authority, in coordination with the other bodies promoting competition policy, is essential to guarantee the necessary balance to keep markets competitive, without jeopardizing the achievement of efficiencies sought in such collaboration agreements.
