Abstract

International natural gas trade presents economic and institutional characteristics that differ from those observed in other
energy commodities due to its dependence on specific infrastructure, long-term investment requirements, and the relevance of regulatory arrangements for the viability of commercial flows. In this context, international agreements may play an important role by establishing mechanisms related to investment protection, energy transit, regulatory coordination and infrastructure integration. This article discusses specific aspects of international natural gas trade and provides a comparative analysis of selected international agreements. Based on parameters related to natural gas, energy, transit, investment and regulation, the article seeks to identify institutional elements relevant to the organization of international natural gas markets. The results indicate substantial heterogeneity among the agreements examined, with no evidence of a single governance model for the sector. Instead, different institutional approaches are observed, emphasizing investment protection, regulatory integration, energy transit and infrastructure according to the specific economic and political characteristics of international natural gas trade.
